USCIS confirmed that it has now received sufficient petitions to satisfy both quotas. Consequently, the agency will reject any additional cap-subject H-1B petitions for FY 2027 unless they qualify under a statutory exemption.
The announcement also effectively closes speculation surrounding a possible second selection round. Interestingly, the practice of a second lottery has been seen in some previous fiscal years when USCIS needed additional petitions to meet the statutory limit.
Why there will be no second lottery
Unlike certain previous H-1B seasons where unfiled or rejected petitions prompted USCIS to conduct additional selections, FY 2027 generated enough qualifying filings during the designated filing window to satisfy the annual quota outright. As a result, the agency has confirmed that no further random selections will occur this fiscal year.
In other words, if an applicant's registration was not selected earlier in the process, this effectively ends their opportunity to obtain a cap-subject H-1B visa for FY 2027 through the regular lottery system.
Cap-exempt employers remain unaffected

This fiscal year, master's degrees are becoming more common among approved workers. In other words, to summarize, the H-1B visa landscape is becoming more and more competitive with time, whether in applicants' qualifications or the number of petitions submitted.
Looking beyond the H-1B lottery?
To summarize, the conclusion of the FY 2027 H-1B cap serves as another reminder of the limitations of relying solely on temporary work visas.
Instead, it is a good idea to explore alternative immigration pathways, including employment-based immigrant categories such as EB-1 or other long-term options that are not tied to the annual H-1B numerical cap.
