A Dramatic Shift in U.S. Student Visa Policy Raises Alarms for International Scholars

In a proposed overhaul, the United States is poised to significantly reshape its policy for international students under the U.S. Department of Homeland Security (DHS), a development that could fundamentally redefine the academic and professional aspirations of thousands of foreign students.
Under the proposed regulation, the longstanding “duration-of-status” framework for holders of the F‑1 visa that allows them to remain in the country as long as they remain enrolled, would be supplanted by a fixed admission period. This period will usually be capped at four years. For students whose courses run longer, such as many master’s or PhD programmes, this would cause mid-program visa extensions, new documentation, and potential delays.
Moreover, the rule seeks to reduce the post-study grace period from 60 days to 30, a change that may compress the timeframe for graduates planning to transition to employment or further education. The proposal also restricts flexibility for students wishing to change their major, academic level, or institution.
Officials at DHS defend the changes as necessary to “strengthen oversight and preserve the integrity” of U.S. non-immigrant educational programmes. Critics, however, including leading education bodies, warn that the overhaul threatens to undermine the U.S.’s appeal as a global destination for higher learning, potentially eroding both academic diversity and the ability of universities to attract and retain international talent.
