Raja Krishnamoorthi’s Push for H-1B Reform: What His Bill Means for High-Skilled Immigrants

Indian-American Congressman Raja Krishnamoorthi has long been one of the most vocal advocates for high-skilled immigrant workers in the United States. Representing Illinois’ 8th Congressional District, Krishnamoorthi has built his legislative reputation on strengthening the American workforce and protecting immigrant contributions.
It was with this understanding that Krishnamoorthi introduced a landmark bill aimed at giving H-1B visa holders significantly more flexibility to switch jobs. This will, in turn, empower the visa holders to pursue better opportunities and tackle the U.S. economy with dignity.
What the bill proposes: key highlights of the bill
The bill, known as the Immigration Innovation Act, seeks to modernise how H-1B visas function, particularly in areas where foreign workers face the most limitations. One of its central reforms is allowing H-1B professionals to change jobs more easily without risking their visa status or losing their place in the Green Card queue. This is a critical shift from the current system, where even small transitions can disrupt an immigrant’s long-term trajectory.
The bill also suggests expanding education-based exemptions from per-country Green Card caps. This will, in turn, help reduce the severe backlogs faced by Indian and Chinese nationals. Complementary to this, it revisits employer requirements so that sponsorship is no longer a restrictive, one-directional commitment.
To support American competitiveness, the proposal reroutes visa-related fees into domestic STEM education initiatives. This could be interpreted as an effort to upskill the local workforce while continuing to welcome global talent. To build the jobs and industries of tomorrow, America must stay at the forefront of innovation by strengthening our own workforce while continuing to welcome top talent from around the globe," Congressman Krishnamoorthi said.
Why this matters: benefits for H-1B workers
Under today’s system, H-1B workers often feel “locked in” to their jobs. A better role, higher pay, or more fulfilling career path becomes difficult because any job transition requires complex paperwork and often restarts long immigration timelines. Krishnamoorthi’s bill aims to end this rigidity.
If passed, the bill could provide:
- Greater job mobility without fear of losing visa status
- Career freedom, empowering professionals to pursue leadership roles or competitive offers
- Reduced Green Card wait times for those with advanced qualifications
- More stability for families navigating years-long immigration processes
For many Indian-origin professionals who make up the majority of H-1B holders, these changes could be helpful to a great extent.
Safeguards to protect U.S. workers
Krishnamoorthi’s proposal also addresses concerns often raised in immigration debates. The bill explicitly prohibits employers from using H-1B workers to replace American employees, an accusation historically weaponised in political rhetoric.
It ensures enforcement mechanisms remain strong and that companies adhere to wage fairness and skill-based hiring.
Strengthening the U.S. economy and innovation pipeline
The bill is built on a principle that often gets lost in public debate: immigrant talent fuels American innovation. H-1B workers help drive advancements in engineering, healthcare, research, AI, and technology. Hence, by giving them freedom to grow professionally, the U.S. retains talent instead of losing it to Canada, Europe, or Australia. The latter are the countries aggressively competing for skilled workers. The proposed reforms also channel visa fees into U.S. STEM education with the goal of building the future of America’s own workforce.
In other words, this “dual investment” approach aims to empower immigrants while training Americans.
The political reality
Raja Krishnamoorthi’s bill remains a powerful recognition that the U.S. immigration framework must evolve with the needs of a 21st-century workforce. However, no immigration bill passes easily. U.S. politics remains divided on nearly all aspects of immigration, including high-skilled visas. Previous attempts to modernise the H-1B program have faced resistance from both sides of the aisle. Krishnamoorthi introduced this bill with Republican Mike Coffman. Even with bipartisan support, the legislative path remains steep.
